(vi)Soil type and soil limitations for the intended use are to be noted. If severe soil limitations for the intended <br />use are noted, a plan or statement indicating the soil conservation <br />practice or practices to be used to overcome said limitation shall <br />be made part of the application. (See restrictive soils ordinance) <br />(vii) Location and description of all other site improvements including fences, walls, signs, lighting, <br />walkways, patios, decks, and barriers. <br />(viii) A clear delineation of all areas to be paved or surfaced, including a description of <br />surfacing material to be used. <br />(ix) The planned use of all yards. <br />(B) Building plans for all structures including: <br />(i) The size, alignment and intended use of all structures. <br />(ii) Preliminary architectural plans for proposed buildings complete <br />with exterior finishes and including floor plans and elevations. <br />(3) Review. <br />(A) <br />(iii) These plans shall also indicate unit sizes, ratios of dwelling unit to <br />total lot sizes and parking spaces. <br />(C) The timing of the construction proposed. <br />(D) Any other information pertinent to the particular project which in the opinion of <br />the zoning official and/or planning commission determines is necessary for the <br />review of the project. <br />The zoning official shall forward copies of the application and site and building plans to <br />the planning commission, staff, consultants and governmental agencies for <br />review and recommendations. <br />The planning commission shall perform a review and recommend approval or disapproval to city council. <br />They may also suggest such conditions as they deem necessary to the approval <br />of the site and building plans. The planning commission review will then be <br />passed on to the city council for review and approval or disapproval. <br />(B) The report of the planning commission shall be placed on the agenda of the city council <br />at its next regular meeting following referral from the planning commission. <br />(C)The city council must take action on the application within 60 days after receiving the report from the <br />planning commission. All development, construction and use shall be in <br />accordance with the approved plan, unless a revised plan is submitted and <br />approved. Any development contrary to the approved plans shall constitute a <br />violation of this ordinance. <br />(4)Design Standards. Plans which fail to meet the following standards shall not be approved. <br />(A) The action shall be planned, designed, constructed and maintained to avoid <br />substantial probabilities of: <br />(i)Unnecessary detraction from the appearance of the surrounding area or the city as a whole. <br />• <br />
