TREE PRESERVATION POLICY <br />a. sensitivity to disease <br />b. life span <br />c. nuisance characteristics <br />d. sensitivity to site grading <br />3. Potential for transplanting <br />4. Need for thinning a woodlot <br />5. Effect on the functioning of a development <br />C. Land Disturbance Permit <br />1. A tree protection plant shall be submitted with other permit <br />drawings as part of the Building Permit process. An application fee <br />shall be established by the City Council by resolution from time - <br />to -time. This plan may either be a separate drawing, or part of the <br />landscape plan, and shall include the following information: <br />a. Definition of spatial limits <br />1. Limits of land disturbance, clearing, grading and <br />trenching <br />2. Tree protection zones <br />3. Specimen trees or stands of trees. <br />B. Detail drawings of tree protection measures (where <br />applicable) <br />1. Protective tree fencing <br />2. Tree protection signs <br />2. These plans shall be reviewed by the City Forester for <br />conformance with Tree Preservation Standards and Administrative <br />Guidelines, and will either be approved, or returned for revisions. <br />Reasons for denial shall be noted on the tree protection plan, or <br />otherwise stated in writing. <br />3. Issuance of the Land Disturbance Permit is contingent upon <br />approval of the tree protection plan. <br />4. City Staff may submit the plan to a consulting forester for a <br />recommendation. Any costs shall be paid for by the developer or <br />builder. <br />5. All tree protection measures shall be installed prior to land <br />disturbance, and inspected by the City Forester. <br />6. The City Forester will conduct follow -up site inspections for <br />enforcement of the Tree Preservation Ordinance and its <br />Administrative Standards. <br />7. If any significant tree in development or building site is cut, <br />damaged or the area within the tree's dripline has been encroached <br />upon by grading equipment without City authorization, the City may <br />require planting of two new trees. In addition, if the City <br />determines that a damaged tree will probably not survive, it shall <br />be removed by the developer. <br />a. Any trees required to be planted shall be varied in <br />species, shall maximize the use of species native to the area, <br />shall not include any species under disease epidemic and shall be <br />hardy under local conditions. Trees shall be at least 2 1/2 inches <br />in diameter for deciduous trees and eight feet tall for coniferous <br />trees. <br />b.
