10/24/94 <br />CITY OF <br />LINO LAKES Standards for Facility Design <br />• <br />Under the MPCA Storm Water Permit Program for Construction <br />Activities, the owner of the property being impacted shall be the <br />owner on the permit. If City funds are beings used for the project, <br />the owner shall be the City. <br />Pond Restoration <br />Above Normal Water Elevation <br />Areas that currently have wetland vegetation will be stripped prior <br />to grading. The soil will be stockpiled and redistributed on site <br />after the pond is constructed to encourage the reestablishment of <br />wetland vegetation. <br />All disturbed or constructed wetland areas will be restored using <br />City - approved mitigated vegetation which is consistent with <br />surrounding wetland vegetation. All other areas will be seeded <br />immediately after pond construction with a mixture containing fast <br />germinating seed mixture and permanent grasses. Areas may be <br />sodded instead of seeded. <br />Below Normal Water Elevation <br />Restoration below the normal water elevation will be done if <br />groundwater does not maintain the normal water level. When <br />restoration is required, all areas of the 10:1 shelf above the <br />groundwater and below normal elevation will---be .restored with <br />annual fast - germinating seed (i.e., _annual rye -oats -barle <br />pond may need to be pumped down to do the restoration. <br />The <br />Buffer Areas <br />Water bodies classified as recreation or need phosphorus reduction <br />will require a 50 -foot buffer of wetland or prairie vegetation from <br />the water edge to maintained lawn. All other wetland areas will <br />be protected with a 16.5 foot buffer area. <br />Wildlife Pond Construction <br />During construction of ponds for wildlife enhancement, the <br />document "General Design Consideration for Wildlife Pond <br />Construction and Wetland Alterations" shall be used.
