Maintain communication with Department of Natural Resources on all land development activities that may impact rare and endangered species. E.5 Policy: To coordinate with counties and municipalities to enhance water -based recreation. Management Strateev a. Give priority to watershed projects that complement existing or proposed state, regional, county, or local recreational facilities and programs given all other factors are equal. OBJECTIVE F: Provide for the orderly transition of appropriate water management responsibilities to local units of government where feasible. F.1 Policy: Encourage local units of government to administer water management regulatory functions upon approval of a local water management plan that 1) is in conformance with the objectives, policies, and management strategies outlined herein, 2) outlines functions of both the RCWD and local unit of government during the transition period, and 3) provides for accountable implementation of the water resources management plan. F.2 Policy: The RCWD maintains the right to approve plan amendments and changes in local regulations. The RCWD may withdraw local regulatory authority for just cause. 4 -13 10/5/93
