Give priority to watershed projects that complement existing or <br />proposed state, regional, county, or local recreational facilities and <br />programs given all other factors are equal. <br />OBJECTIVE F: Provide for the orderly transition of appropriate water management <br />responsibilities to local units of government where feasible. <br />F.1 Policy: <br />Encourage local units of government to administer <br />water management regulatory functions upon <br />approval of a local water management plan that 1) is <br />in conformance with the objectives, policies, and <br />management strategies outlined herein, 2) outlines <br />functions of both the RCWD and local unit of <br />government during the transition period, and 3) <br />provides for accountable implementation of the water <br />resources management plan. <br />F.2 Policy: The RCWD maintains the right to approve plan <br />amendments and changes in local regulations.
