Subwatershed 12b: Baldwin Lake Policies: A.3, B.1, B.2, B.3, B.4, B.5, C.1, C.2, C.3, C.4, C.5, D.1, D.2, E.1, E.2, E.3, E.4, E.5, and F This subwatershed totals approximately 19.15 sq mi and includes the entire Lino Lakes Chain of Lakes. These lakes are George Watch, Morahan, Reahanau, Rice, and Baldwin. Several additional DNR- protected waterbodies exist near this chain with the entire chain functioning as one large floodplain during high flow conditions. The large amount of storage provided in the chain will ensure negligible increases in runoff from above this area due to future development. This area is undergoing rapid development, however, District and city policies for protecting floodplains and wetlands have helped to minimize preservation of natural areas and prevention of flooding. The Anoka Regional Park extends through this subwatershed and provides canoe and foot trails through the lakes area. Water quality in these shallow lakes is generally poor and it is hoped that implementation of the Upper Watershed Improvement Project will result in higher quality headwaters for the area. The conversion of agricultural land use to residential development may aid in recovery of these basins. Subwatershed 13a Turtle lake Policies A.3, B.1, B.2, B.3, B.4, B.5, C.1, C.2, C.3, C.4, C.5, D.1, D.2, E.1, E.2, E.S, EA, E.5, and F This subwatershed covers an area of approximately 1.3 sq mi. Turtle Lake is generally very high quality and provides adequate storage for the small area tributary to it. Turtle Lake was the subject of a Clean Water Partnership Grant Application to the MPCA which was not approved. In the past several years, Turtle Lake has been subject to an obscure state law which requires the Watershed District to administer a permit program for the nonessential appropriation of water from it. Data from this program is being collected and could be used by Ramsey County and the DNR in future studies which address the effects of the discontinued lake augmentation program from Ramsey County wells. 4 -20 10/5/9n • •
