CITY OF <br />ENO LAS <br />10/24/94 - <br />Executive Summary <br />Mission Statement <br />The Mission Statement represents the City's attitude towards water <br />management efforts. To accomplish the goals and follow the <br />policies and standards, the City must have a single, consistent <br />approach. The Mission Statement focuses on what is to be accom- <br />plished and how it will be accomplished. <br />Develop - water - resource management practices, guide- <br />lines, and = programs which are consistent with state and <br />federal laws, control flooding, maintain established water <br />quality standards, allow for planned economic growth, <br />and protect the environmental diversity of the City. <br />Legislative Mandate <br />The Metropolitan Surface Water Management Act was enacted as <br />Chapter 509, Laws of 1982. The law was later codified as State <br />Statutes 473.875 to 473.883. This Act was the driving force for <br />water management until 1990. In 1990, State Statutes 473.875 to <br />473.883 were recodified into Chapter 103B. • Chapter 103, in its <br />entirety, is known as the Water Law. Chapter 103B.201 to <br />103B.251 is the Local Water Planning section of the law and <br />mandates preparation of local water management plans. <br />Implementing the legislation is a two -step process. Step one <br />includes the preparation of water management plans for each <br />watershed unit in the seven county area. Watershed districts and <br />water management organizations (WMOs) were charged with this <br />responsibility. Step two involves the preparation of more detailed <br />local water management plans. Local plans are required to <br />conform to the standards of the WMO plans. <br />The Lino Lakes City Council authorized the preparation of their <br />Local Water Management Plan in March 1992. The plan has been <br />prepared in accordance with State Statutes, the Rice Creek <br />Watershed District, and the Vadnais Lake Area Watershed <br />Management Organization The plan satisfies the Water Manage-. <br />ment Organization (WMO) and Watershed District's requirements <br />while meeting the specific needs of the City. <br />Local Water Management Plan SEH NO: LINOL9402.00 <br />Policy Document Page 1 <br />
