i <br />10 CITY OF <br />LINO LAKES <br />a <br />r <br />d <br />t <br />a <br />w <br />I0/24/94 - <br />Background <br />Additionally, the Wetland Conservation Act of 1991 represents an <br />overlapping jurisdiction over many of these same areas. The Act <br />is administered by a designated local governmental unit (LGU). <br />Upon adoption of the Local Water Management Plan the City of <br />Lino Lakes will become the LGU. <br />The majority of the City is within Rice Creek Watershed District <br />(RCWD). A portion of the southeast comer (AmeliaLake area) lies <br />within the Vadnais. Lake Area Watershed Management <br />Organization ( VLAWMO). After the local plan is approved, the <br />City . can take over permitting authority from RCWD and <br />VLAWMO. Those agencies will only have review authority of <br />projects within the City. <br />Planning Process <br />Local water management planning is required of all communities <br />in the seven county metropolitan area by the State Statutes Section <br />103B.235. The requirements of the Statues for local plans, in the <br />degree of detail specified in the watershed plans, include the <br />following: <br />• Describe existing and proposed physical environ- <br />ments and land use. <br />' Define drainage areas and the- volumes, rates, and <br />paths of storm waterrunoff. <br />• Identify areas and elevations for storm water <br />storage adequate to meet performance standards <br />established in the watershed plan. <br />' Define water quality and water quality protection <br />methods adequate to meet performance standards <br />established in the watershed plan. <br />• Identify regulated areas. <br />Set forth an implementation program, including a <br />description of official controls and, as appropriate, <br />a capital improvement program. <br />Local Water Management Plan SEH NO: LINOL9402.00 <br />Policy Document <br />Page 7 <br />
