MEMORANDUM <br />DATE: October 17, 2001 <br />TO: Environmental Board <br />FROM: Michael Grochala, Community Development Director <br />RE: Surface Water Management Plan Update <br />As previously discussed, the City is required to update its local Surface Water <br />Management Plan to reflect updates in the Rice Creek and Vadnais Lake watershed <br />organization (second generation) plans. The updates are subject to Metropolitan Council <br />review and comment as part of the Comprehensive Plan process. The City has notified <br />the Metropolitan Council of its commitment to reconcile these differences by January 31, <br />2002. <br />John Powell, City Engineer, will be coordinating this process with the Environmental <br />Board during the next three months. The project scope is limited to modifying the City's <br />plan to reflect existing watershed district policies. The City has not planned or budgeted <br />for a more in -depth revision of the plan. <br />I believe this process provides an excellent opportunity for the Environmental Board to <br />gain a greater understanding of the elements of the plan and the requirements currently <br />imposed by the watershed organizations. This will also serve as a precursor for the Non - <br />point Education for Municipal Officials (NEMO) program which staff is trying to secure <br />for the City. I anticipate that these opportunities will form the basis for identifying areas <br />of concern, within the Surface Water Management Plan, that could be investigated in the <br />future. <br />Staff appreciates the board's interest in surface water management issues and recognizes <br />the impact development may have on the City's environmental resources without proper <br />official controls. Staff is looking forward to working with the board to first, realign our <br />existing controls to complement the watershed plans, and secondly, to begin exploration <br />of more far reaching options as we implement the goals and policies of the <br />Comprehensive Plan.
