and address a plan for no- change, or restoration. Escrow dollars should be <br />allocated for restoration. <br />There are a number of oak trees on the South side of the development <br />and one on the North. There would be no tree Toss as a result of this project. <br />Although a fence area is shown around the tree areas on the site, a more <br />detailed description of tree preservation should be submitted. This could be part <br />of the sequencing plan and should state no traffic, or material stockpiling in these <br />areas, and avoidance of utility installation in these areas. Fences must be placed <br />at a distance from the trees equal to one -foot radius for each inch of tree trunk <br />diameter measured at 4.5 feet above the ground. All in these areas and fencing <br />should be up before soil disturbance and remain in place throughout the <br />construction process. <br />Sequencing should also define an area for construction and concrete truck <br />cleanup, and define responsibility for clean up after the last house is completed. <br />The plan should also state specifically a time when all silt and tree preservation, <br />and soil preservation fence will be removed. Escrow dollars should be received <br />for assurance. <br />A cattail marsh encroaches from the west on the North West Side of the <br />development. This cattail marsh is surrounded by a Historic Oak Savanna to the <br />North/West/South, but only abuts up to the East property line of the proposed <br />plat. To the West of the Oak Savanna is a Shrub thicket area, mixed into an area <br />that is typical of the fen area (although this one is highly disturbed with mostly <br />reed canary grass) to the North of Lino Lakes Elementary. There should be care <br />taken to ensure that no changes to the surface or ground water occurs in the <br />area to the west of Stoneybrook. The oak savanna may be impacted by such <br />changes and there may be opportunity to restore the wetland areas in the future <br />if surface and ground water changes do not occur. Figure 3. <br />A Lake Protection Zone covers the SE comer of the property. This zone <br />surrounds Lake Amelia. A Zone -2 Protection Area is included in the marsh area <br />on the North and West Side of the property. This zone changes to Zone -1 <br />immediately to the West. Figure 4. This area is the Eastern portion of the oak <br />savanna and wetland complex in Figure 3 /Figure 4. Buffering/and no changes <br />to ground water or surface water should be allowed in this area. <br />A landscape screening plan should be submitted for along Birch Street. <br />Plant materials should be sufficient to meet P&Z standards, be native, planting <br />zone 3 hardiness, meet American Nurseryman Standards, have a one -year <br />guarantee, and be site suitable. City Staff must approve a plan. Escrow dollars <br />should be acquired for assurance. <br />This proposed plat is presently under review with the Rice Creek <br />Watershed District. A suggestion has been made to the developer to inform the <br />Vadnais Lake Watershed District of the small area involved in their District on the <br />South side of the property. <br />The only "greenway" consideration in this area is confined to more of a <br />trail/connection area that has been proposed on the Waterworks Pipeline <br />easement on the Eastem Edge of the property. <br />
