Agenda Item 5A <br />Environmental Board Meeting Date: May 29, 2002 <br />Topic: Russian Baptist Church /Site Plan Review /CUP <br />Background: The Russian Baptist Church has submitted a proposal to <br />build a church on Ash Street and Baldwin Lake Road. See attachment 1. This <br />location is in a rural zone so the church is asking for a CUP. Please see <br />attachment 6 for submitted proposal. <br />Analysis: This is a 4.61 acre site south of CD 8. The Environmental <br />Management Plan shows a Zone 1 on the site (attachment 1). A good portion of <br />the southern part of the site has been filled. The Northern portion of the site is <br />hydric. The and slopes to Rice Creek (attachment 2). The Minnesota Land <br />Cover Classification Inventory indicates "Long Grasses and Sparse Tree Cover" <br />on part of the site and "Aspen Forest Saturated" on the area around a wet area <br />(attachment 3). Water from this area goes to CD 8 and ultimately Golden Lake in <br />Circle Pines. Flood plain encroaches on the North side (attachment 4). <br />Rice Creek Watershed has TWAFFA this until wetlands are delineated, and other <br />administrative items are addressed. Infiltration is one of the issues (attachment <br />5). <br />A septic system is presented on the proposal. <br />I have discussed alternatives to a standard septic system with them. <br />have discussed more infiltration, and surface -water management practices with <br />them. One of the issues was to maintain the wet aspen buffer around the <br />wetland area on site. Future expansion of parking lots pushes impervious <br />surface into this area. <br />The Landscape Plan needs modification. Sugar Maples and Colorado Green <br />Spruce should be changed. The location of the plant materials in the proposed <br />infiltration pond on the South will be flooded. <br />The lighting plan is included in the submittal. I have discussed this with Jeff <br />Smyser and Jeff indicated the plan conforms to our standards. That is: no more <br />than .04 foot - candles at the property lines, shoebox type, no- spill, downward <br />focused lights. <br />There is no Tree Preservation Inventory or Plan. <br />• <br />
