COUNCIL MINUTES July 14, 2014 <br />APPROVED <br />45 Resolution No. 14 -75, Appointing Election Judges <br />46 for the 2014 Primary Election Approved <br />47 <br />48 FINANCE DEPARTMENT REPORT <br />49 <br />50 There was no report from the Finance Department. <br />51 <br />52 ADMINISTRATION DEPARTMENT REPORT <br />53 <br />54 3A) Consider Appointment of Brett Olander for Mechanic Position — Administrator Karlson <br />55 explained that staff is recommending that the council authorize hiring of Mr. Olander. A retirement <br />56 opens the position and Mr. Olander has been working part time as an apprentice to the mechanic for <br />57 the past seven years. Staff is recommending that Mr. Olander be hired at the top salary step based on <br />58 his experience. <br />59 <br />60 Mayor Reinert asked if staff has researched the option of outsourcing the mechanic duties and Mr. <br />61 Karlson replied that Public Services Director DeGardner has reported in the past on the advantages <br />62 and cost savings of keeping the mechanic in- house. The mayor asked if the assistant position will <br />63 continue and Mr. Karlson said he believes so although it hasn't been filled as yet. It makes sense to <br />64 fill the position based on the amount of work and cost efficiency. The council said they'd like to see <br />65 the analysis. Council Member Stoesz noted that the city's fleet is newer and he'd like to confirm the <br />66 expertise to work on that new equipment. Mr. DeGardner replied that the mechanic is required to <br />67 carry all necessary licensures. He added that Mr. Olander has been a great employee with a good <br />68 work ethic so he is already proven. <br />69 <br />70 Council Member Rafferty asked that the matter be delayed so that the council can receive and review <br />71 analysis info, illation on the position. He'd like to have a check and balance review to fully <br />72 understand the situation. Mayor Reinert noted that the analysis corning from Mr. DeGardner will give <br />73 that opportunity for council review. Council Member Kusterman noted that a good mechanic is hard <br />74 to find and he believes he is hearing Mr. DeGardner giving a solid recommendation to hire Mr. <br />75 Olander. The council can still look at the temporary position. <br />76 <br />77 Council Member Roeser said that the fire truck will soon be included in maintenance duties for this <br />78 position but Mr. DeGardner pointed out that the city doesn't have a facility big enough to host the fire <br />79 truck so that will continue to be outsourced. <br />80 <br />81 Council Member Kusterman moved to approve the hiring of Brett Olander as recommended by staff. <br />82 Council Member Roeser seconded the motion. Motion carried on a voice vote; Council Member <br />83 Rafferty voted no. <br />84 <br />85 PUBLIC SAFETY DEPARTMENT REPORT <br />86 <br />87 There was no report from the Public Safety Department. <br />88 <br />89 <br />2 <br />
