• <br />Agenda Item 5A <br />Environmental Board Meeting Date: July 31, 2002 <br />Topic: Behm's Century Farms /6th through 10th Addition /Preliminary Plat Review <br />Background: The Environmental Board has reviewed this area in the past. <br />Behm's Century Farms 6th through 10th Additions is one of the areas excluded <br />from the Residential moratorium. Mr. Gary Udhe submitted a Preliminary Plat for <br />review on July 15, 2001. Behm's Development is located in Section 7, with Lilac <br />Street on the South, 4th Ave on the East, Sunset Ave on the West, and Main <br />Street on The North of this Section. Attachment 1 <br />Analysis: Attachment 2 shows the MLCCS and AES Ecological land <br />descriptions for this area. Superimposed on the MLCCS is the lime green area <br />showing a 3f, or Mesic Forest classification. The MICCS shows an Oak Forest <br />dry subtype. In the field a few years ago, Steve Apflebaum described this area <br />as a Mesic Oak Savanna. Mr. John Johnson has indicated the areas observed <br />during this field trip as the areas in white with the lime green boarders. Another <br />significant area observed at the time was the wet meadow area on the NW side. <br />At that time, we had a lengthy discussion about restoration opportunities <br />associated with development. There have been no unique wetland species <br />found on this site. <br />For the most part, the soils are hydric in the proposed phases of Behm's. Mr. <br />Johnson has completed extensive analysis of the soils /water relationships in this <br />area and will be there to report his findings. The development site is <br />agriculturally ditched and flows to CD 10, and ultimately to Marshan Lake. <br />Wetland delineations are depicted in blue on Attachment 4. <br />Park, Greenways and Trails have not yet been defined. Rick DeGardner, John <br />Johnson and I, intend to get together to discuss. Rick needs at least 4 acres of <br />contiguous open space for active park needs. How this can be worked into the <br />greenway issue will be discussed at the meeting. Please refer to the <br />Attachment 3 for general greenway concept. The Area shown as Outlot B on <br />Attachment 4, is an area that is a mosaic of wet and dry landforms. Mr. Johnson <br />has indicated that the Rice Creek Watershed has agreed that about 50% of this <br />is wetland. <br />Tree preservation has not been resolved. There are many trees on the site. The <br />Oak Savanna areas should be looked at for preservation as well as any <br />woodland areas that can be matched into a grade plan for preservation. <br />
