Agenda Item 5B <br />Environmental Board Meeting Date: July 31, 2002 <br />Topic: JADT /Lino Lakes Commercial Center /I35W and Cty. Rd. 23, Preliminary <br />Plat Review /Re- Submittal <br />Background: JADT submitted proposal earlier and this plan was re- submitted <br />after staff input. Please see Attachment 1 for Original Submittal. The <br />Environmental Board did look at the site without a specific plan proposal in 1998. <br />Please see Attachment 2. Although the Memo on Sept 24, 1998 is Titled <br />"McDonalds ", it is obvious that the Board was reviewing the entire JADT site. <br />Analysis: In 1998, the City negotiated a tree for tree replacement agreement <br />on this site. The Tree Inventory for this site indicated 454 significant trees on <br />the JADT site. There were many smaller trees, particularly Oak trees on the <br />McDonalds site. Today there are 23 or 24 significant trees left. See Attachment <br />1 (yellow line around trees). The new plan calls for the removal of the group of <br />trees in front of the "V" shaped building. There are four or five trees left here. <br />We have received no significant tree /soils /protection or sequencing plan. <br />There appears to be no possibility of joint parking between Target/Kohl's and <br />JADT. This is unfortunate because the JADT site appears to be very small for <br />the facilities that are designed in the plan. <br />A Landscape Plan is submitted. The landscape plan as it stands needs some <br />revision. Trees lined on Apollo drive should be changed to Oaks, so they are <br />similar to the McDonalds site. Crimson King Maples and Schwedler Maples <br />should be changed to oaks. Adjacent to the Freeway, Colorado Blue Spruce <br />should be changed to White spruce, and Scotch pines to Austrian (salt <br />tolerance). The dwarf cranberries should be changed to Highbush cranberries if <br />screening is an issue. Ground seeding in drainage, buffer and swale areas <br />should use the same seed schedule as Target/Kohl's (Attachment 5). There is <br />no irrigation in the plan. This needs to be submitted for areas of all plantings <br />other than native planting areas. It is strongly advised the Developer hire a <br />competent landscape company to install all Native areas and maintain them for <br />the first 3 to 5 years. <br />It is hard to tell what the "V" shaped building has in front of it for surfacing. This <br />should be a pervious type paving if possible. It appears there are yellow twig <br />dogwoods planted in this front area. I suggest that several tree - planting grates <br />be installed here. Burr or Swamp white oaks should be placed here. <br />The Surface Water /Mitigation Plan was previously approved by RCWD.
