Mike Grochala <br />From: Marty Asleson <br />CC: John Powell <br />Date: July 11, 2001 <br />Re: 0 & M Plan /Spirit Hills /Additional Comments <br />This is in reference to the Rice Creek Watersheds request for the City of Lino Lakes <br />Approval on the submitted O &M plan for the ponds and infiltration areas for Spirit <br />Hills. I think the plan is good. I would like to see a more definable standard for <br />"compaction" on page 2. In the fine sand soils I would like it to say the soil <br />compaction should not exceed 80% Standard Proctor, or 1.28 gm /cubic centimeter in <br />areas where structural support standards do not have to be used, and as low as <br />possible in adjacent areas to structural compaction areas. <br />I have discussed this with William McCully and he prefers to use existing conditions <br />for soil density measurements. In that case, and assuming there is not a preexisting <br />compaction problem, a measurement should be taken to reflect the preexisting <br />condition (preferably the measurement would be in terms of bulk density). <br />On page 2, the "Landscaping Infiltration Areas" section, should be rewritten to say <br />"seeding schedules will be established by the City of Lino Lakes, and be planted by a <br />qualified landscape contractor as approved by the City. A 3 -5 year maintenance <br />contract with such a company is required ". <br />
