Agenda Item 5A <br />Environmental Board Meeting Date: October 30, 2002 <br />Topic: EAW /Eagle Brook Church <br />Background: A Citizen petition was submitted to the Environmental <br />Quality Board to perform an Environmental Assessment Worksheet for the <br />proposed construction of a church East of Peltier Lake. <br />Once application is received by the Environmental Quality Board, the RGU or <br />Regulating Government Unit, the project proposer becomes responsible for <br />supplying all necessary data to the Responsible Government Unit. The <br />Responsible Government Unit, or RGU, prepares the EAW by completing the <br />standard form supplied by the Environmental Quality Board. The RGU in this <br />case is the City of Lino Lakes. The Lead Person on this review for Eagle Brook <br />Church is Jeff Smyser, City Planner. <br />The EAW in your packet is a result of a determination made that all relevant <br />information has been received. The EAW was approved for distribution by the <br />City Council. Upon this approval, the EAW is sent to several review agencies, <br />and City Boards for comment. This comment period is 30 calendar days. <br />After the 30 -day comment period, the RGU responds to the comments received <br />and makes a determination on the need for an EIS based on the EAW comments <br />received and responses to the comments. The RGU and other units of <br />government may require modifications to the project to mitigate environmental <br />impacts as disclosed through the EAW process. <br />The EAW is on the October 30, 2002 Agenda for your comments. I have <br />included the EAW (attachment 1), and the EQB Item -By Item Guidelines for your <br />reference (attachment 2). <br />Analysis: <br />Environmental Board analysis to be performed, and comments recorded at the <br />Environmental Board meeting. <br />Options: <br />Submit comments to the RGU <br />
