The developer now has permission to extend Carl Street. The new plan lays out
a development proposal with Carl Street mapped.
Attachment 1 is a Narrative for Century Farm North, describing the new
proposal.
Attachment 2 is the Site Plan Proposal
John Johnson describes the amount of wetland in this area as 9.8 acres, and that
the ditching system effectively drains the site.
Before ditching, the majority of this site would have been cattail type of
vegetation. It appears that restoration of any of the land in this project is not
possible.
There are two areas of resource significance left of the site, and one area
immediately off the site on the NW corner. Previously, the Environmental Board
made the recommendation to try to preserve the two historic oak areas on the
South. It appears that it was not possible to accomplish this.
The other area that is of concern is an area just off the site in an area that will
most likely be developed in the future. The developer should demonstrate that
this area would not be affected by any more hydrologic changes.
Please take some time to look at the July 31, 2002 Environmental Board packet
information and maps, so that you can see the differences in proposed
development.
Options:
Options may be discussed further with the Developer and his Engineer at the
meeting.
Recommendation:
I am assuming that the recommendations of the Environmental Board will be
similar to the July Meeting recommendations. Additionally, the developer should
demonstrate that there will be no hydrologic impacts to adjacent significant
resources.
Environmental Board Comments:
