• <br />• Agenda Item 5B <br />Environmental Board Meeting Date: January 29, 2003 <br />Topic: Bruggeman Property /Rezone /Preliminary Plat/Site Plan <br />Review /CUP /PUD <br />Background: <br />Bruggeman Property is located on Birch Street and County Road 49. The <br />applicant is proposing to rezone this area to commercial. The use includes a gas <br />service area and miscellaneous other buildings. The Eastern half of the site is <br />guided for medium density residential. No proposal for this area has been <br />submitted due to the existing moratorium. Included, as (Attachment 1) is the GIS <br />base map with the MLCCS overlay. <br />Surface water information has been submitted and is being reviewed by the City <br />Engineer. There is no input from Rice Creek Watershed at this time. There is no <br />information from the Department of Natural Resources at this time. <br />Submitted information includes Parcel Survey, Outlot Map, Proposed Grading <br />(and tree preservation), Proposed Utility, Retail Outlay, Landscape Plan and <br />Lighting Plan. (Attachment 2) <br />There are no unique remaining resources on this site. NWI shows a wetland on <br />the SE corner, and the developer has had other site wetlands delineated. <br />Mr. John Johnson is the Project Engineer for this project. I have asked him to <br />attend the meeting. <br />Analysis: <br />Attachment 3 shows the Lake Protection areas, Zone 1 and 2 Protection Areas, <br />surface water flow patterns, and High Priority Protection areas. This entire site is <br />in a Lake Protection Zone. Existing agricultural drainage channels water for the <br />most part to Baldwin Lake. A small area on the SE corner travels to Rice Lake. <br />Surface water issues are the most important issues on this site. Water is ditched <br />directly into Baldwin Lake. Surface water is proposed to be directed into a new <br />NURP pond. Water from this NURP pond will be discharged to the existing ditch. <br />Surface water information will have to be evaluated to determine impacts, if any, <br />to Baldwin Lake. <br />Given there is a gasoline service facility planned for the site, there should be <br />• some structural plan for containment. <br />
