RCWD Permit 03 -016, 02 -025 and 01 -028. <br />Findings: 1. Proposed project entails construction of a 39 lot single- family <br />residential development to be known as Ravens Hollow. <br />2. The proposed stormwater management plan includes 3 treatment <br />ponds all located along the eastern edge of the site. These ponds <br />meet District water quality treatment requirements. Based on <br />discussions on March 7, 2003 with the applicant's consultant, design <br />changes to the existing pond outlets may provide rate control for the <br />site. Once hard copies of these plans are received these changes will <br />need to be reviewed to verify that District rate control requirements <br />are satisfied. It should be noted that the 100 -year flood elevation <br />might subject Ware Road to flooding. Although the RCWD does not <br />have any freeboard requirements for roads, the City of Lino Lakes <br />may not want the pond bounce subjecting Ware Road to flooding. <br />Several swales located throughout the site and the preservation of <br />existing depressional areas satisfies District infiltrations standards. <br />3. The submitted wetland mitigation plan indicates 10,916 SF of Type <br />2 wetland impact. This impact is proposed to be mitigated with <br />11,719 SF of Type 2 NWC and 15,782 SF of PVC through the <br />creation of stormwater ponds. An additional 4,553 SF wetland basin <br />has been determined to be incidentally created and therefore <br />replacement is not required. <br />4. There is no FEMA floodplain on site. The proposed low floor <br />elevations meet District freeboard requirements. <br />5. An acceptable erosion control plan has been submitted. <br />Emmons & Olivier Resources, Inc. 3/13/03 <br />
