Agenda Item 5A <br />Environmental Board Meeting Date: March 26, 2003 <br />Topic: Ravens Hollow /Preliminary Plat Review /Rezoning <br />Background: Ravens Hollow is a 22 -Acre area South of the Fox Trace <br />Development. Location map is attached (Attachment 1). Ravens Hollow is a 39 <br />new and 3 existing unit proposal to residential development. (Attachment 2) is <br />the Developers proposal sheets. <br />(Attachment 3) displays the MLCCS for the area. <br />This Development Proposal is guided by the new Zoning Ordinance. <br />Rice Creek Watershed has given conditional approval pending receipt of <br />changes. (Attachment 8). <br />Analysis: Existing significant vegetation on the site consists of 6.34 acres of <br />Oak forest dry subtype, 3.9 acres of Aspen, and .5 acres of Native dominated <br />upland shrub -land. The rest of the vegetation on the site is introduced conifer <br />with deciduous, open water, long grasses and forbs on upland soil. <br />The developer has submitted a tree inventory and resource plan. The Tree <br />Survey only shows 16 inch or larger trees. The developer is working to update <br />the tree inventory. The resource inventory lacks the MLCCS information. The <br />Developer is updating the Resource inventory. <br />Ravens Hollow Landscape (outside the development and larger scale) Scale <br />resource in formation is depicted in (Attachments 4 and 5). <br />Most of the surface water in the Ravens Hollow development site flows (at least <br />at one time) to the SE and into the complex wetland area shown in Attachment 4. <br />The Potential Unique wet legend on this map shows where unique soils and flood <br />plain overlap. At least some of the features checked in these areas, have been <br />destroyed by changes in surface water and fill. It may be possible to restore <br />systems already altered in some of these areas, if no further degradation occurs. <br />Caution should be used in routing water to the SE. off of Ravens Hollow and in to <br />this area. Caution issues should be centered on flow direction, volume and <br />quality controls. <br />There are no identified resource zones in the proposed development. There is a <br />Lake Protection Zone to the NE off the site, and Zones 1 and 2 to the SE off the <br />site. (Attachment 5). Note that the majority of water from the Ravens Hollow site <br />
