Agenda Item 5A Environmental Board Meeting Date: March 26, 2003 Topic: Ravens Hollow /Preliminary Plat Review /Rezoning Background: Ravens Hollow is a 22 -Acre area South of the Fox Trace Development. Location map is attached (Attachment 1). Ravens Hollow is a 39 new and 3 existing unit proposal to residential development. (Attachment 2) is the Developers proposal sheets. (Attachment 3) displays the MLCCS for the area. This Development Proposal is guided by the new Zoning Ordinance. Rice Creek Watershed has given conditional approval pending receipt of changes. (Attachment 8). Analysis: Existing significant vegetation on the site consists of 6.34 acres of Oak forest dry subtype, 3.9 acres of Aspen, and .5 acres of Native dominated upland shrub -land. The rest of the vegetation on the site is introduced conifer with deciduous, open water, long grasses and forbs on upland soil. The developer has submitted a tree inventory and resource plan. The Tree Survey only shows 16 inch or larger trees. The developer is working to update the tree inventory. The resource inventory lacks the MLCCS information. The Developer is updating the Resource inventory. Ravens Hollow Landscape (outside the development and larger scale) Scale resource in formation is depicted in (Attachments 4 and 5). Most of the surface water in the Ravens Hollow development site flows (at least at one time) to the SE and into the complex wetland area shown in Attachment 4. The Potential Unique wet legend on this map shows where unique soils and flood plain overlap. At least some of the features checked in these areas, have been destroyed by changes in surface water and fill. It may be possible to restore systems already altered in some of these areas, if no further degradation occurs. Caution should be used in routing water to the SE. off of Ravens Hollow and in to this area. Caution issues should be centered on flow direction, volume and quality controls. There are no identified resource zones in the proposed development. There is a Lake Protection Zone to the NE off the site, and Zones 1 and 2 to the SE off the site. (Attachment 5).
