• <br />• <br />Agenda Item 6B <br />Environmental Board Meeting Date: May 28, 2003 <br />Topic: Solid Waste /Recycling /Budget Shortfall /SCORE <br />Summary: Please see attachment 1, Anoka County Letter, Anoka County <br />Commissioner Jim Kordiak, May 5th 2003 regarding SCORE. SCORE funds are <br />moneys allocated to cities through the county for recycling solid waste. This <br />year, The City of Lino Lakes is eligible to receive $37,463.60 in SCORE dollars. <br />The money is used to subsidize the cost of running a recycling program. Eligible <br />costs include staff salaries, public education, recycling days, supplies and items <br />such as recycling bins. We have given a first- recycling bin to new residents free <br />with SCORE dollars. <br />The County is cutting SCORE dollars to support local recycling programs by <br />10 %. In light of the state budget cuts, this is not as bad as some folks <br />anticipated. It is enough however to take a local look at where we might want to <br />make up the difference. <br />One option is to have just one Recycle Day each year. Spring Recycle Day has <br />been producing more tonnage over the last few years and staff has discussed <br />the notion to only having one Recycle Day in the spring. This alone would make <br />up the difference in program costs. Please refer to Tabulation sheet attachments <br />4 and 5. <br />The city oil recycling facility is an unsubsidized cost. Attachment 3 tabulates the <br />costs for this service. The City negotiated a better rate for oil volumes in 2002. <br />Filters are an eligible expense in terms of steel weight credit. We do pay a <br />recycling charge for these filters (they have oil in them). If residents were willing <br />to pay $.30 /gal to dispose of used oil, we would break even. The problem is <br />collecting the fee. <br />Mr. Kordiak's letter indicates that any remaining funds in the 2003 agreements <br />could be reallocated to the 2004 city allocations. I have not totaled the costs and <br />tonnage yet for our Spring Recycling Day, nor have totals from the haulers in the <br />first half yet. This report is usually complete by about June 15. We will have a <br />better idea at that time where we stand this year. <br />Please come with your thoughts and ideas to the Environmental Board. <br />I have also attached (attachment 2) a couple of pages from the Anoka County <br />Solid Waste Abatement Advisory Force, Recognition Awards Ceremony. Please <br />note that since 1988 the City of Lino Lakes has consistently achieved our goals <br />to recycle. The City has recycled 1,534.23 tons of solid waste since 1988. Good <br />job! <br />
