Agenda Item 5C <br />Environmental Board Meeting Date: June 25, 2003 <br />Topic: Frank Feela Inc., Hailey Manor <br />Background: <br />This is a preliminary plat, rezone, and conditional use application. Please see <br />(attachment 1) for the location photo, and (attachment 2) for the project submittal <br />information. This is a 5.41 -acre area proposed to place 16 lots for a density of <br />2.96 units per acre. The area is located just south of Bluebill Ponds <br />Development. Preexisting surface water flows to the South. The developer is <br />proposing to divert most of this water to the north. The water would first flow into <br />an infiltration pond on site, and excess water into an adjacent, sized infiltration <br />pond in Bluebill Ponds. <br />A Tree inventory is listed in Attachment 2. Several trees are proposed for <br />removal. The inventory does not specify what types of deciduous or pine trees <br />are suggested for removal. <br />The seed mix suggested is a MINDOT low maintenance mix. <br />Analysis: <br />There are no significant pre- existing land covers on site (attachment 6). There <br />are no significant soils and water relationships on site (attachment 4). that would <br />indicate unique plant remnant possibilities. There are no significant wetlands on <br />site (attachment 3). There are no indicated Environmental Handbook resource <br />zones on the site (attachment 5). <br />Infiltration areas proposed on site should have the City native seed specification <br />used. Native seed should be applied at the same time as erosion control <br />vegetation seed is applied. There should be no importing or exporting of soil <br />form the site with out City approval. All BMPS for erosion control and <br />compaction control should be followed. Soils should be restored to pre - grading <br />compaction densities. <br />A boulevard tree should be provided for each lot frontage. The tree inventory <br />should indicate genus and species with size. <br />
