• <br />Agenda Item 5D <br />Environmental Board Meeting Date: June25, 2003 <br />Topic: Fogerty Investments /Site Plan Review <br />Background: This is a new Land Use Application submitted by Fogerty <br />Investments Inc. The site is 40.58 acres. Please see (attachment 1), site <br />location, and Site Photo (attachment2). Site information is included as <br />(attachment 3). Site lighting fixture Intentions are submitted and included as <br />(attachment 4), along with memo from Rydell Design Group to the City in <br />reference to light levels (attachment 5), and Yeadon letter to city concerning light <br />levels (attachment 6). (Attachment 7) is a data sheet submitted by applicant on <br />analysis of parking lot requirements. (Attachment 8) is a noise assessment <br />report submitted by the applicant. The MLCCS inventory is included as <br />(attachment 9). There is unknown use to the North. Delineated wetlands are <br />depicted in (attachment 3). Part of the Southern portion of the site is included in <br />a Zone1 area. <br />Analysis: <br />This is a good opportunity to acquire a buffer /greenway extension along <br />Clearwater Creek. The City owns a greenway area to the East of 35E. I have <br />drawn a hypothetical 200 -foot buffer and extended the buffer to the floodplain <br />edge in figure (attachment 10). <br />There are no significant existing land cover types on this site. Please see <br />(attachment 9). There is a Zone 1 on part of the site (attachment 11). <br />Restoration of some of the native vegetation types has a good chance, <br />particularly if we can restore hydrologic features. Delineated wetlands are <br />significantly impacted by ditching and possibly drain tile. By relocating some of <br />these wetland areas in a surface -water treatment train, we may be able to restore <br />hydrolic requirements to these wetlands. <br />The project Engineer will be at the meeting to discuss lighting, noise, parking, <br />future expansion ideas, etc. <br />The lighting plan does not indicate light levels at adjacent properties. <br />Options: <br />1. Approve with Staff and Environmental Board recommendations. <br />2. Recommend denial <br />
