Therefore, while the Richfield High School athletic area sound system <br />may be audible, this is not directly relevant since careful design can greatly reduce sound levels <br />off-site from public address systems. Whether the level can be reduced low enough to prevent <br />intelligibility of the signal is uncertain, however, since speech may be understood even at very <br />low levels.
