MEMORANDUM <br />DATE: July 3, 2003 <br />TO: Environmental Board <br />FROM: Michael Grochala <br />RE: Lakes Business Park EAW <br />Legacy at Woods Edge (Village) EAW <br />Enclosed for your review is a copy of each of the above referenced EAW's for comment <br />at the July 9, 2003 Environmental Board meeting and a meeting agenda. <br />Staff is requesting Environmental Board review of the documents in preparation for City <br />Council authorization to distribute the EAW's for the required 30 day public comment <br />period. <br />In both instances the City has retained the services of Short, Elliott, Hedrickson, Inc. <br />(SEH) to prepare the Environmental Assessment Worksheets. SEH staff will be present <br />at the Environmental Board meeting to review the EAW and address your questions or <br />comments. <br />The Lakes Business Park is located west of Lake Drive, east of Blue Heron Elementary <br />School and south of County Ditch 10. The property in question is guided for Industrial <br />Use within the City's Comprehensive Plan and is currently zoned LI, Limited Industry. <br />The Legacy at Woods Edge (Village) project is located immediately adjacent to the Civic <br />Complex and includes the property designated for the YMCA. The property is guided for <br />mixed use development, as proposed, and is currently zoned LB, Limited Business. The <br />project is generally consistent with the Master Plan of the area prepared by Calthorpe and <br />Associates in 1997. An EAW was previously completed and a Negative Declaration was <br />issued in 1998. The project will move forward as a Planned Unit Development. <br />The Woods Edge EAW does have some incomplete items that are still being worked on. <br />They are as follows: <br />1. Acreage to be graded or excavated and the cubic yards of soil to be moved. <br />2. Surface Water Management.
