MEMORANDUM DATE: July 3, 2003 TO: Environmental Board FROM: Michael Grochala RE: Lakes Business Park EAW Legacy at Woods Edge (Village) EAW Enclosed for your review is a copy of each of the above referenced EAW's for comment at the July 9, 2003 Environmental Board meeting and a meeting agenda. Staff is requesting Environmental Board review of the documents in preparation for City Council authorization to distribute the EAW's for the required 30 day public comment period. In both instances the City has retained the services of Short, Elliott, Hedrickson, Inc. (SEH) to prepare the Environmental Assessment Worksheets. SEH staff will be present at the Environmental Board meeting to review the EAW and address your questions or comments. The Lakes Business Park is located west of Lake Drive, east of Blue Heron Elementary School and south of County Ditch 10. The property in question is guided for Industrial Use within the City's Comprehensive Plan and is currently zoned LI, Limited Industry. The Legacy at Woods Edge (Village) project is located immediately adjacent to the Civic Complex and includes the property designated for the YMCA. The property is guided for mixed use development, as proposed, and is currently zoned LB, Limited Business. The project is generally consistent with the Master Plan of the area prepared by Calthorpe and Associates in 1997. An EAW was previously completed and a Negative Declaration was issued in 1998. The project will move forward as a Planned Unit Development. The Woods Edge EAW does have some incomplete items that are still being worked on. They are as follows: 1. Acreage to be graded or excavated and the cubic yards of soil to be moved. 2. Surface Water Management. Staff is still working with the developer regarding the overall surface water management plan.
