Mike Grochala <br />Page 2 <br />August 19, 2003 <br />• A Mn/DOT Metro District computation of Average Daily Traffic (ADT) estimated to be <br />generated by the proposed development determined that the light industrial portion of the <br />development would generate ADT of 1,847, while the proposed warehousing portion of the <br />development would generate an additional 1,314 ADT, for total ADT of 3,161. For questions <br />on this point, please contact Gene Hicks, Metro District Traffic Forecasts Engineer, at (651) <br />582 -1402. <br />• A drainage permit may be needed for this development. The proposed development will need <br />to maintain existing drainage rates (i.e., the rate at which storm water is discharged from the <br />site must not increase). To determine whether a drainage permit will be required, the City or <br />project developer will need to submit before /after hydraulic computations for both 10 and 100 <br />year rainfall events verifying that all existing drainage patterns and systems affecting <br />Mn/DOT right of way will be perpetuated. The storm water rate of runoff will not be <br />allowed to increase to Mn/DOT Right of Way. This material will need to include drainage <br />area maps for proposed and existing conditions, as well as the proposed grading plans for the <br />site. The hydraulic calculations will need to correspond to the drainage area maps. Please <br />direct questions concerning these issues to Eric Kasa, (651- 634 -2076) of Mn/DOT's Water <br />Resources Engineering Section. <br />• Mn/DOT owns access control along I -35W, and also for approximately 100 feet along Lake <br />Drive (CSAH 23). For questions on this point, please contact Ms. Ia Xiong, Mn/DOT Metro <br />District Right of Way Area Manager, at (651) 582 -1266. <br />As a reminder, Lake Drive is CSAH 23 (County State Aid Highway) Route 23. Any work on <br />a CSAH route must meet State Aid rules and policies. Also, the County must review any <br />changes to its County State Aid system so that they stay within its system limitations. Please <br />note that CSAH 23 is Anoka County's jurisdiction and the County must have the opportunity <br />to review and comment on the development as well.
