• <br />• <br />Agenda Item 5A <br />Environmental Board Meeting Date: September 10, 2003 <br />Topic: EAW Comment Review, Marshan Lake Industrial Park <br />Background: <br />The Environmental Board reviewed the EAW for the Panattonni site before the <br />comment period. Comments were received. The comments are included as <br />(Attachment 1). The EAW was determined to be complete, with comments and <br />suggested changes by the Environmental Board. <br />Analysis: Comments were received from MNDOT, MPCA, and Met Council. A <br />previous request from the Minnesota DNR for a rare plant survey is complete and <br />submitted as (Attachment 2). Again, the purpose of an EAW is to determine <br />whether an EIS is necessary. Based on the received comments it appears that <br />an EIS is not necessary. <br />Options: <br />1. Accept comments with the Environmental Board comments attached, forward <br />on to the City Council, and recommend that an EIS is not necessary. <br />2.
