ENVIRONMENTAL BOARD MEETING OCTOBER 30, 2002 <br />Donlin noted that in the first paragraph, wild turkeys and the Sandhill Cranes <br />were omitted. <br />O'Dea stated that a sequencing and a staging plan needed to be submitted. ` They <br />had not described the measures to be taken to minimize or avoid impacts. <br />Asleson answered that they ran out of time. He had spoken to them and gave <br />them information and contacts that were not used. <br />In the last paragraph - developer should define which habitat on the western <br />portion of the northeast property. So should the word "substantial" in substantial <br />buffer be defined. <br />Grundhofer posed the question concerning a substantial buffer. <br />Schneider stated there was no mitigation plan for the protection of existing <br />wildlife. <br />Mr. Ron Marier of HERON, noted that they were supposed to identify the habitats <br />near the site. It was stated that Peltier Lake would not be affected, however they <br />initially had proposed trails. They had not addressed any potential trails and their <br />impacts. <br />Donlin stated that the easement was about 20 -feet wide, but they spoke as if it was <br />a substantial open space. <br />Page 8, Section 11B: O'Dea questioned the amount needed for a natural <br />buffer, and were the woodlands sufficient. <br />Mr. Marier mentioned that the land was low, and because of that, the runoff and <br />backup could possibly flood the soil and destroy the woodlands. The area had a <br />tradition of flooding. In addition instead of the figure 500 acres, the area was <br />closer to 1000 acres. The number of acres needs to be researched and restated if <br />different. <br />Chair Kukonen indicated that they had not addressed any adverse impacts to the <br />wetland. <br />Asleson stated there were eight rare species near that location. Additionally, in <br />Section 12 the answer "no," was incorrect, because there would be changes in the <br />hydrology of the site. <br />APPROVED MINUTES <br />
