ENVIRONMENTAL BOARD MEETING OCTOBER 30, 2002 <br />O'Connell inquired about which aquifer they would be using. Schneider <br />indicated that it was necessary to answer the questions how and why, to assure no <br />impact. <br />O'Connell noted a conditional use permit was necessary. Donlin stated that it was <br />not a small matter. <br />• Page 35, Section 27: Asleson stated that the Surface Water treatment train <br />(management plan) was incomplete. <br />Chair Kukonen inquired about the measures to be taken and plans for maintaining <br />the buffer. <br />Ms. Bor stated it would be helpful to address plans to compensate for he turn <br />agricultural ditches that would be redone. <br />Donlin indicated that it was necessary to add the word "known" to no foreseeable <br />future projects, because it addresses adjacent property. <br />Chair Kukonen called for a motion to pass on the recommendations from the <br />Board, staff, and citizens. <br />Schneider made a motion to pass on the recommendations from the Board, staff, <br />and citizens in the attendance. Grundhofer seconded the motion. Motion carried <br />unanimously. <br />DISCUSSION ITEMS <br />. Metro Greenways Focus Areas <br />Asleson noted that according to the Metropolitan Wildlife Corridors Project, the <br />entire Rice Creek area was identified as a focus area. He also indicated that to the <br />North of Lino Lakes Elementary there were 21 rare species identified including a <br />unique wild orchid that was still in bloom as recent as yesterday. He stated that <br />the Department of Natural Resources had grant money available, and that he had <br />submitted an application concerning the area. He was able to apply for the grant <br />because the special areas were now designated. He contacted groups such as the <br />Soil Conservation District and others to work together on the project. <br />Zoning Task Force Update <br />Chair Kukonen discussed the recent developments on the zoning ordinances. <br />There were no new open space requirements.
