Knit 4 4144 ' <br />SRF Consulting Group, Inc. <br />City of Lino Lakes Conditional Use Permit Narrative <br />Eagle Brook Church — Lino Lakes Campus Development <br />0 <br />OF' <br />SRF Consulting Group, Inc. in coordination with BWBR Architects is submitting the <br />following Plans and computations in support of the conditional use permit application for <br />the Eagle Brook Church Campus Development. Eagle Brook Church proposes a new <br />church on a 91.2 -acre site located in Lino Lakes on County State Aid Highway (CSAH) <br />21, 11/4 miles north of CSAH 14, south of the intersection of I -35W and I -35E. The <br />project is located within Section 11 in T 31N, R 22W in Anoka County. <br />Existing Conditions <br />The project site currently contains a farmstead consisting of a two -story single - family - <br />house, a garage, a barn, and silo located on the south portion of the property. <br />Approximately 60 acres of the property is cultivated for crop production that includes <br />coin, soybeans, and a tree farm. The remainder of the property consists of natural <br />wetlands and woodlands. Existing land uses on adjacent properties include rural, <br />agricultural and large -lot residential uses. To the north and south are privately owned <br />agricultural and rural residential properties. Peltier Lake is _ located to the west of the <br />proposed project and is adjacent to a small comer of the parcel on the southwest. Based <br />on data provided on the DNR website, Peltier Lake normal water level (NWL) is <br />estimated at 884.50 feet, the ordinary high water (OHW) level is 884.70 feet, and the <br />highest flood elevation recorded is measured at 886.63 feet. <br />County Ditch 72 passes through the property from southeast to northwest. The ditch is <br />shown on the Anoka County 1/2 section maps but a drainage easement of record has not <br />been discovered that covers this ditch within the proposed development area Two lines <br />comprise County Ditch 72 - Main and Branch 1. Both Main and Branch 1 consist of <br />drain tile buried below ground. The Main drain tile line begins approximately 4,300 feet <br />southeast of the property and Branch 1 begins approximately 2,500 feet south of the <br />property line. County Ditch 72 drains between 590 and 650 acres. A number of short <br />drain tile laterals are also connected to the Main and Branch 1 within the property. The <br />Main drain tile daylights into a shallow open channel which discharges into a wetland <br />attached to Peltier Lake. There are no distinguishing surface characteristics demarcating <br />the County Ditch 72 drain tile and its laterals until it surfaces near the wetland. <br />Agricultural cultivation currently occurs directly over the majority of drain tile within the <br />property. County Ditch 72 is regulated by the Rice Creek Watershed District. <br />Storm water runoff from County Road 21 is currently routed through a system of road - <br />side vegetated swales to a wetland system to the north and to a vegetated swale system to <br />the south of the property.
