Eagle Brook Church environmental subcommittee has indicated that it will also <br />assume responsibilities for native plant restoration and maintenance. <br />Tree Preservation <br />A tree preservation plan has been submitted. There are no impacted trees <br />indicated in the plan. All tree preservation measures must be taken before any <br />soil disturbance. <br />Lighting <br />The Photometric Plan submitted for review indicates that the proposed site <br />lighting is consistent with the City's Zoning Ordinance requirements. Pole <br />mounted lights are proposed to be 22 feet in height. All light fixtures are <br />proposed to be hooded with a ninety degree cutoff angle. <br />Impervious Surface Coverage <br />The City's Zoning Ordinance does not specify a standard for impervious surface <br />coverage in R, Rural Zoning Districts, The PSP, Public /Semi - Public Zoning <br />District which provides for similar institutional uses, ( i.e.; schools, governmental <br />buildings,) establishes a maximum impervious percentage of 65 %. <br />Approximately 19% of the site is proposed to be impervious. <br />OPTIONS <br />1. Recommend approval of the Eagle Brook application with recommendations <br />and Environmental Board comments. <br />2. Recommend no approval. <br />RECOMMENDATION <br />This staff person cannot ; address the cultural, economic, or traffic issues <br />concerning the proposal. These elements always play a role, as modeled in the <br />Lino Lakes Handbook for Conservation Development In saying this, staff <br />recommendation is <br />1. Approve the project with Environmental Board and Staff comments and <br />recommendations. <br />2. Recommend not approving. <br />
