ENVIRONMENTAL BOARD MEETING OCTOBER 30, 2002 <br />determine whether an Environmental Impact Study would be required. The <br />comments made by other review agencies might require modifications to the <br />project to mitigate environmental impacts. <br />The Board received several copies of letters by residents concerning the site. Art <br />Hawkins submitted on October 16, 2002 to the Members of Lino Lakes City <br />Council. He discussed the need for protection for the birds, consultation of Joan <br />Galli, Jeff Perry and himself, and an adherence to the Comprehensive Plan. A <br />letter from Art Hawkins to Joan Galli, MN DNR and Jeff Perry, Anoka County <br />Parks dated October 24, 2002, on challenging the assumption that the birds would <br />not be disturbed by the proposed site. A letter and attachment from Wayne <br />LeBlanc to the Lino Lakes Environmental Board dated October 29, 2002. He <br />urged the No Wake Zone Ordinance to be continued beyond September 1, 2004, <br />and that an Environmental Impact Study be performed. <br />The following comments were made by the Board and citizens present on a page- <br />by -page basis. <br />• Page 2, Section 5: Asleson recommended adding National Wetlands Inventory <br />and MLCC maps. <br />Section 6B: Asleson indicated the need for detailed description of construction <br />methods, operational features and project closure actions. In addition, Saint Paul <br />Public Works proximity should be stated in last paragraph. Other issues needed <br />to be addressed, including surface water information, the compaction of soils <br />prevention, and sequencing under construction to prevent compaction. <br />Page 3, Section 6B: Ms. Bor submitted that "two consecutive seasons of <br />nesting of herons would be affected." <br />O'Connell added that no construction should take place during that time (the <br />nesting seasons). O'Dea disagreed. She believed the statement should stay to <br />show the reason for needing an EIS. <br />Asleson noted that a 500 -foot buffer was based on one paper written in relation to <br />road building and logging, and stated that the model cannot be automatically <br />applied to nesting herons. He urged the monitoring of the birds' behavior, and <br />cease and desist if the birds were negatively impacted (if constructing in the <br />nesting period) <br />Chair Kukonen indicated that this would be the first year the No Wake Zone <br />Ordinance would be in effect during the nesting period. Asleson answered that <br />they did not know if it would impact the birds. He further stated the birds were <br />used to a certain amount of background and freeway noise and that no one knows <br />APPROVED MINUTES <br />
