impoundment — of any surface waters such as a lake, pond, wetland, stream or drainage
ditch? Yes X No. If yes, identify water resource affected and give the MNDNR
Protected Waters Inventory number(s) if the water resources affected are on the PWI:
Describe alternatives considered and proposed mitigation measures to minimize impacts.
Electronic National Wetland Inventory (NWI) mapping along with a Wetland Delineation
Report for the Tagg Property, dated June 2003, were used to identify wetlands on the site. The
proposed development will not require the alteration of any wetlands on the site.
13. Water use. Will the project involve installation or abandonment of any water wells,
connection to or changes in any public water supply or appropriation of any ground or
surface water (including dewatering)? X Yes _No
If yes, as applicable, give location and purpose of any new wells; public supply affected,
changes to be made, and water quantities to be used; the source, duration, quantity and
purpose of any appropriations; and unique well numbers and MNDNR appropriation
permit numbers, if known. Identify any existing and new wells on the site map. If there
are no wells known on site, explain methodology used to determine.
A Phase I Environmental Site Assessment (ESA), completed in May 2003, identified two water
wells on the Arctic Sandblasting business site. One water well is associated with the house
located on the southeastern portion of the site and the other well is located north of the
sandblasting buildings. All wells located within the project area are proposed to be abandoned
in accordance with Minnesota Department of Health standards as part of the project
development.: A complete copy of the Phase I Report is available for review at the Lino Lakes
City Hall.
The proposed development will be served by the existing municipal water supply and will not
require installation of any wells.
The installation of sanitary • sewer, storm sewer, and watermains may require isolated
dewatering in order to install the underground utilities. It is unknown at this time the extent of
dewatering that will be required. If substantial dewatering is required, the responsible party for
the development will be required to obtain a permit from the MNDNR.
Development of the site will require connection to the City of Lino Lakes water supply system.
The municipal water system has a firm capacity of 5.135 million gallons per day. The current
average daily water use for the City is estimated to be 1.0 million gallons per day. The
proposed development is anticipated to have an average demand of 150,000 gallons per day.
No additional water storage facilities are planned within or as a result of the project.
14. Water - related land use management district. Does any part of the project involve a
shoreland zoning district, a delineated 100 -year flood plain, or a state or federally
designated wild or scenic river land use district? X Yes _No. If yes, identify the
district and discuss project compatibility with district land use restrictions.
Legacy at Woods Edge Development EAW DRAFT 13
Lino Lakes, MN
