The analysis conducted to address the preceding questions did not reveal any substantial <br />impacts that would require further investigation prior to proceeding with development of the <br />site. The permits and approvals listed in the response to Question #8 will be obtained at the <br />appropriate times during the project development process. <br />The relevant issues related to the development are: wetlands, erosion/sedimentation, water <br />quality /storm water management, traffic, and land use compatibility. <br />Wetlands <br />The proposed development will be designed and constructed in a fashion as to avoid impacting <br />any wetlands on the site. <br />Erosion/Sedimentation <br />Construction of the project will disturb more than 1 acre of land and therefore must obtain a <br />National Pollutant Discharge Elimination System (NPDES) permit. A storm water runoff and <br />erosion control plan will be prepared. The collection and treatment of runoff through BMP's <br />such as grass swales, temporary sediment basins, storm water detention ponds, silt fencing, and <br />vegetative filter/buffer strips will be utilized to avoid and minimize potential erosion impacts <br />that may result during construction activities. <br />Water Quality /Storm water Management <br />A surface water management plan for the development is being proposed that will retain storm <br />water runoff on -site for the purpose of improving water quality and- incorporate infiltration to <br />reduce surface discharge and promote recharge of the groundwater. Based on the water quality <br />analysis, the proposed development has maintained adequate area for the retention (ponds) and <br />infiltration (natural and underground chambers) of surface water runoff. Before construction <br />can proceed, both the City of Lino Lakes and Rice Creek Watershed District must issue <br />permits to satisfy surface water runoff regulations. <br />Traffic <br />Traffic forecasts indicate that improvements to Town Center Parkway and Lake Drive (CSAH <br />23) are necessary to accommodate the full build out of the proposed development. These <br />improvements include additional turn lanes, installation of traffic signals, and the realignment <br />of the southbound on ramp to I -35W. <br />The traffic volumes for the year 2020 along with full build -out of Legacy at Woods Edge <br />Development, including traffic from the Lino Lakes Business Park will be part of a simulation <br />program that is being developed. Results of the traffic simulation will be shared and discussed <br />with Mn/DOT and the Anoka County Highway Department. <br />Land Use Compatibility <br />The proposed development is compatible with surrounding land uses and is consistent with the <br />City of Lino Lakes Comprehensive Plan and Master Plan for this site. <br />Legacy at Woods Edge Development EAW DRAFT 31 <br />Lino Lakes, MN <br />
