If the rim were <br />to be restored to original grades, than the flood plane would be restored to <br />original levels that supported the Tamarack swamp and some of the rare plant <br />species one might find in this area. <br />Common parking and underground parking reduces the required parking stalls <br />substantially for Retail store and Service Establishments, and housing areas. <br />Lighting <br />Site lighting will need to constructed in accordance with requirements of the Lino <br />Lakes Zoning Ordinance. All lighting must contain and 90 degree cutoff angle. <br />The proposed street lighting fixtures are shown in Attachment 10. <br />Rare and Endangered Species <br />There are no rare or endangered species on the site. <br />Tree Preservation <br />A small area of oak woodlands on the SE side of the proposed development will <br />be impacted. The entire area of woodlands on the SW side of the development <br />will be impacted. There has been some discussion about moving some of the <br />movable -size trees from this area into the new landscape. In all cases, city <br />standards for tree preservation should be implemented. If trees are moved, than <br />storage area needs to be designated until the planting areas are ready. (Usually <br />tree removal happens before initial grading operations). <br />Street/Landscaping <br />The landscape /streetscape design is generic at this time. The city's engineering <br />department is working on this. <br />Staff suggestion is to add northern pin, Red and White /Burr oaks to the list of <br />shade trees. There are also some disease resistant Elms now available that <br />could be used. <br />There is a very wide spectrum of annuals and perennials that could be added to <br />the "Perennials" list for both the "Perennials" and Rain - gardens section of the <br />Plant Schedule. The use of native cultivars adds more design flexibility. The <br />shrub list could also be expanded to afford more flexibility to designing the <br />roundabout and the park area. If the design intention of internal elements to the <br />roundabout is to see through, than low plants should be used exclusively. If it the <br />intention of the plan to not see through than taller shrubs and other materials <br />should be added to the list. <br />
