• Agenda Item 6A Environmental Board Meeting Date: December 3, 2003 Topic: Background: Legacy Holdings /Lino Lakes Village Planned Unit Development Application Review. Attachment 1 The City of Lino Lakes and the Hartford Group applied on November 10, 2003 to seek approval for mixed -use development with residential and commercial buildings. A mandatory EAW was performed and reviewed by the Environmental Board on November 6' 2003. Included in this report are the following attachments: • Attachment 1, Corrections to the EAW following the Environmental Board Meeting on November 6, 2003. • Attachment 2, Preliminary Plat of "The Village ". • Attachment 3, Boundary and Topographic and Tree Inventory. • Attachment 4, Master Site Plan. • Attachment 5, Master Grade Plan. • Attachment 6, Plant Schedule. • Attachment 7, Preliminary Senior Living Development Plan. • Attachment 8, Preliminary Regent at Lino Lakes Senior Living Development. • Attachment 9, Lino Lakes Planning, Legacy at Woods Edge. • Attachment 10, Proposed Lighting Fixtures. The focus of this review is to obtain Environmental Board Comments on the submitted application information. No formal action is needed at this time Project Summary: In 1998 the City of Lino Lakes, following receipt of a grant from Metropolitan Council, hired California based Calthorpe and Associates to prepare a Mixed Use Master Plan for the Town Center Area. The master plan emphasized the following design objectives: The Legacy at Woods Edge Development plan emphasizes the following objectives: 1. A 65 -acre complex of buildings in a controlled setting. 2. An integrated mix of uses that respond to residents' needs. 3. A gathering place that creates a sense of community, civic identity and pride.
