Planning & Zoning Board <br />Legacy at Woods Edge <br />December 12, 2003 <br />1. A 65 -acre complex of buildings in a controlled setting. <br />2. An integrated mix of uses that responds to residents' needs. <br />3. A gathering place that creates a sense of community, civic identity and pride. <br />4. A place that defines the unique character of the community. <br />5. An economic development initiative to increase the value of the commercial tax base. <br />6. A distinctive, consistent architectural style that promotes high quality, aesthetically <br />pleasing commercial buildings. <br />The plan provides for a residential density of between 10 and 24 units per acre within mixed use <br />districts. <br />The proposed mix of residential and commercial, civic, and recreational uses are consistent with <br />the Comprehensive Plan and the Village Master Plan. <br />_L <br />gin <br />property is currently zoned LB, Limited Business District. The City's Zoning Ordinance <br />provides for mixed -use development through the use of the Planned Unit Development process. <br />Additionally, The eastern and southern portions of the site are located within the designated <br />shoreland zoning districts for George Watch Lake and Marshan Lake. The Shoreland District <br />extends 1,000 feet from the Ordinary High Water Level (OHWL) of public waters. <br />Growth Management Ordinance <br />The City adopted Ordinance No. 01 -03, creating a Growth Management Policy in January of <br />2003. Section 2, Subdivision 16 of the Ordinance specifically exempts the "Village" area from <br />the provisions of the policy. <br />Design & Development Standards <br />The Design and Development Standards are proposed as the regulating zoning standards for the <br />Legacy at Woods Edge development. The standards establish the use, site layout, site amenity <br />and architectural control guidelines for the Planned Unit Development. <br />The Development Standards were prepared by Calthorpe Associates as part of the "Village" <br />Master Plan process completed in 2000. The standards are being revised in conjunction with the <br />Woods Edge project. <br />Master Site Plan <br />The Master Site Plan and its associated Site Development Summary provides the framework <br />from which development will need to conform to. The plan referred to as the "Regulating Plan" <br />within the development standards specifies the essential physical features for the development <br />including: <br />4 <br />
