• <br />Planning & Zoning Board <br />Legacy at Woods Edge <br />December 12, 2003 <br />be aligned to a single intersection, which would require the reconstruction of approximately 400 - <br />feet of the on ramp. <br />City staff and SEH representative are currently in the process of reviewing the study and the <br />associated simulation program with Mn/DOT and Anoka County officials. <br />Parking. <br />The development standards establish parking requirements through the use of shared parking <br />standards. By recognizing that peak parking demand occurs at different times for different land <br />uses, shared parking facilities help minimize the amount of land and expense devoted to parking <br />lots. Additionally, on -street parking has be included in the development plan were possible. <br />A parking analysis was completed to determine if the site plan has provided adequate parking <br />space for the proposed level of development. The analysis segmented the site into four zones to <br />compare the availability of parking spaces for commercial and office uses to the potential <br />demand within each zone. Based on the analysis, Block 1 was short approximately 12 spaces. <br />However, staff is evaluating the availability of the Civic Complex parking lot due to its close <br />proximity to this area. Otherwise the site has adequately addressed the parking demands within <br />each zone for commercial/office uses. Residential parking is proposed to be provided entirely <br />underground throughout the mixed use areas of the development. However there appears to be a <br />10 stall short fall in Block 3. <br />Staff is continuing to work with the Hartford Group to remedy these situations. Additionally, the <br />parking analysis will have to be revisited in conjunction with future development on the site to <br />insure the needs of different land uses are satisfied. <br />Architectural Standards <br />Another key component of the project is the establishment of design standards. Architectural <br />Standards for the proposed development fall into four Categories: <br />1. Facade Transparency. Facade Transparency guidelines help strengthen the relationship <br />between buildings and the street and increase public safety by placing "eyes" and activity <br />on the street. <br />2. Materials and Methods of Construction. Buildings shall support regional traditions and <br />maintain a level of craft in the process of construction. Wood, masonry, and stone are <br />appropriate building materials. <br />3. Building Scale and Definition. These guidelines are intended to create buildings with a <br />human scale, making the development more pedestrian- friendly and a pleasant place to <br />walk. <br />Energy Conservation and Climatic Response. The effects of the Minnesota climate can <br />be mitigated through intelligent building design configuration and landscape treatments. <br />The requirements contained within these categories will be incorporated into the building design <br />throughout the development. <br />
