Planning & Zoning Board <br />Legacy at Woods Edge <br />December 12, 2003 <br />Preliminary Plat <br />The preliminary plat, as submitted, proposes 13 lots, including the Civic Complex and future <br />YMCA parcels, and 3 outlots. There are no specific lot size standards provided for within the <br />Design Standards. The lot sizes proposed conform to the building arrangements set forth in the <br />Master Site Plan. <br />Street Right -of -Way <br />Adequate street right -of -way is provided for in the plat consistent with the Master Site Plan. <br />However, the final geometrics of the northbound I -35W ramp relocation will need to be <br />completed to determine if any additional right -of -way is required. Outlots D and E of The <br />Village No. 1 plat, located adjacent to Lake Drive should be incorporated into the plat and <br />dedicated as public right -of -way. <br />Access Control <br />Access control, dedicated to Anoka County, should be shown on the plat for those portions <br />adjacent to Lake Drive. Access Control, dedicated to the Mn/DOT should be shown on the plat <br />for those portions adjacent to I -35W. <br />Drainage and Utility Easements <br />Drainage and utility easements will be required. Typically, drainage and utility easements at <br />least 10 feet wide are required along exterior lot lines and centered on interior lot lines. <br />However, due to the nature of the development, in consideration of build to lines, these types of <br />easements are not practical. <br />Easements will be required around the 100 year flood elevation for all wetlands and stormwater <br />drainage basins. Additionally easements will be required centered on all stormwater and utility <br />lines not located within public right -of -way. The width of such easements will need to be <br />determined by the City's Consulting Engineer in conjunction with plan approval. <br />Ingress and Egress easements, by separate instrument, will also be required to provide for shared <br />parking throughout the development. <br />Park Dedication <br />The proposed Outlot A should be shown as Park and dedicated to the City. <br />Existing Easements of Record <br />The preliminary plat references two roadway easements per Anoka County half section maps <br />that run east -west across the northerly portion of the site. Title work should be prepared to verify <br />the status of these easements. If they are existing easements of record they will need to be <br />vacated or otherwise terminated. <br />
