• <br />Agenda Item 5A <br />Environmental Board Meeting Date: <br />Topic: Oakwood View, 125 Ash Street (Rice Creek Covenant Church), <br />Preliminary Plat/PUD, Comp Plan Amendment, Rezone, and Easement Vacation <br />Background: Rice Creek Covenant Church has submitted application to plat and <br />build 10 single family lots, and one enabling lot with a duplex residence, on 16.96 <br />acres of land. This 16.96 acres of land includes the existing church facility that is <br />built on about 7.28 acres. The property is zoned R1 -X. The church is proposing <br />to plat the property to R -1X (low density sewered residential), and PUD on the <br />South. The following attachments are included in this report: <br />1. Indicators, Possible Rare Plant Sites <br />Analysis: <br />Site Vegetation: <br />• Tree cover is surveyed and superimposed on the certificate of survey. Tree <br />cover mapping should be superimposed on the proposed grading plan. The <br />City Ordinance (Section 1009) for tree preservation should be followed. This <br />ordinance defines the process for preserving significant trees and is required <br />of subdividers. The ordinance mandates financial guarantee as part of the <br />development agreement to prepare and implement a tree preservation plan <br />and for the replacement of all significant trees, which were to be saved but <br />were actually destroyed or damaged. The developer should indicate on the <br />grading plan how and where all significant trees or tree stands would be <br />saved from construction damage. <br />• Minnesota Land Cover Classification (MLCCS) is not submitted with the plan. <br />Glen Rehbein companies have previously been given a digital copy of this <br />classification. The MLCCS shows mostly Aspen forest cover types, with <br />grasslands and sparse deciduous trees. Some of this grassland is native <br />Little blue stem with sporadic Bush prairie clover. Please see Attachment 5. <br />One of the things that we have learned from our MLCCS classification is that <br />of recognizing rare or possible rare plant community locations. These <br />locations are based on specific soil, vegetation and hydrology indicators. We <br />
