Agenda Item 5B <br />Environmental Board Meeting Date: May 26, 2004 <br />Topic: Marshan Townhomes 2 "d Addition <br />Background: <br />Marshan Lake Townhomes Phase 1 was approved in 1995. The Environmental <br />Board reviewed Marshan Townhomes 2 "d Addition in December 2003. At that <br />time, the Environmental Board recommended denial due to inconsistencies with <br />the Comp Plan. The original submittal plan indicated 46 units on 4.05 acres. <br />The new plan before you consist of 23 units, on 4.05 acres, for a density of 6.0 <br />units per acre. This conforms to the City Comprehensive Plan. The land area of <br />the proposed development is zoned R -3, and is guided for medium density. The <br />developer is requesting approval of a conditional use permit for R -3, medium <br />density residential /PUD /Preliminary Plat <br />Analysis: <br />Marshan Townhomes 2 site is in an area designated as a Lake Protection Zone <br />in the Lino Lakes Handbook for Environmental Planning and Conservation <br />Development. This means that extra care should be given to the management of <br />surface water resources in this area. <br />The MLCCS indicates "Short Grasses and Mixed Trees with 26 -50% impervious." <br />There are no rare plant or potential rare plant on the site. <br />The site consists of 31.2% Impervious. Water flows to a created pond on the <br />East Side of the townhome complex. Surface water calculations for the pond <br />were designed to include the entire site build -out. <br />A Tree Preservation Plan is submitted as Attachment 6. As requested at the <br />December 3rd Environmental Board Meeting trees on the NW corner of the <br />project are save trees. The developer has indicated verbally that all hazard trees <br />will be removed. <br />A landscape plan is included in this packet as Attachment 8. <br />The Environmental Board made the following species change suggestions at the <br />December 3rd meeting: <br />• Change Black ash to Green ash or one of the native oak species. <br />• Colorado spruce to White spruce <br />• Austrian pine to White or Red pine. <br />• Autumn applause to Northern pin oak. <br />These suggested changes should also carry forward to the new plan. <br />
