• construction, and only typical household waste will be produced by the proposed residential <br />project. <br />• <br />Burning: Though the burning of trees and shrubs technically is not a stationary source air <br />emission, it is worth discussing. It is common for developers to burn cleared vegetation. A <br />burning permit from the Centennial Fire District is necessary. Burning on the island is not the <br />optimal way to dispose of the vegetation because of public safety concerns. The area is thickly <br />vegetated, homes are nearby, and there is poor access to the island for fire fighting equipment. <br />The City could impose a prohibition on burning and require that vegetation be chipped and the <br />chips disposed of off site. <br />Parkland: The project is not in City park property. The area dedicated as park on the Quail <br />Ridge plat is immediately east of the Quail Ridge lots, and is included within the property <br />boundary of land platted as Quail Ridge. This area is primarily wetland. Land to the west of the <br />Quail Ridge lots also was dedicated as park: much of this area is wetland as well. The City's <br />comprehensive park plan of 1992 does include the island property as a future park, with a <br />boardwalk trail. However, the City does not own the land and has no funding plan to purchase it. <br />Private Utilities, Road: Typically, a reference to "utilities" in the context of land <br />development refers to sanitary sewer and water. As discussed in the EAW, these would be <br />owned and maintained by a homeowners' association. Private utilities such as electricity, cable <br />television, and natural gas would need to be designed to serve the site. These likely would cross <br />the bridge to the island, though not necessarily. Private utilities locations typically are not <br />reviewed as part of development applications. They are designed by the utility companies and <br />developer and reviewed by the City prior to construction. The private water facilities, sanitary <br />sewer facilities, road and bridge would be maintained by the homeowners' association, not by <br />the City. <br />Noise, Pile Driving: This issue is discussed above in the "Findings" section. If the project <br />proceeds, the City will require a pre - construction survey and monitoring program based on <br />specifications used by MnDOT.
