February 25, 2002 <br />Minnesota Department of Natural Resources <br />Metro Waters -1200 Warner Road, St. Paul, MN 55106 -6793 <br />Telephone: (651) 772 -7910 Fax: (651) 772 -7977 <br />Mr. Jeff Smyser, City Planner <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 -1182 <br />RE: SUPPLEMENTAL COMMENTS FOR PHEASANT HILLS PRESERVE 12TH ADDITION, <br />WARDS LAKE (2 -10P), CITY OF LINO LAKES, ANOKA CO. <br />Dear Mr. Smyser: <br />I have received on February 4, a document titled "Construction, Monitoring, Operation and <br />Maintenance Plan for Grading and Storm Water Management in the Pheasant Hills Preserve 12th <br />Addition Development, Lino Lakes ", a typical cross - section of the south part of the island showing the <br />roadway and retaining wall detail, and a request for a new comment letter to the City based on the <br />revised design. I offer the following comments in addition to those in my September 18, 2001 letter: <br />1. The above referenced "Construction, Monitoring, Operation and Maintenance Plan for Grading <br />and Storm Water Management in the Pheasant Hills Preserve 12th Addition Development, Lino <br />Lakes" (the Plan) mentions a preservation area on the north side of the island. This is a great <br />concept and the more land covered by it, the better the project will be. I did discuss this with <br />Messrs. Vaughan and Wallick at a January 24th meeting at the Loucks' offices, but cannot recall <br />how much area is covered. <br />2. The Plan also covers rock construction entrance pads and covenants prohibiting phosphorus <br />applications to lawns. Water quality should benefit from these measures. <br />3. Runoff from the site will be reduced by the use of wet swales, rainwater gardens, and other <br />measures mentioned in the plan. These are all techniques promoted by the DNR and others <br />interested in low impact development.. <br />4. If the City allows the road encroachment into the Shore Impact Zone, the proposed typical <br />cross - section will go a long way toward protecting the water quality of Ward Lake. <br />Thank you for the opportunity to comment.
