• <br />Environmental Board <br />I -35E Corridor AUAR Study <br />October 27, 2004 <br />examining multiple development scenarios throughout the AUAR process, the City is <br />able to evaluate how much development can be accommodated in an area without <br />significant environmental impacts. <br />The DSU proposal includes the assistance of subconsultants for specific areas of <br />expertise including the following: <br />1. Applied Ecological Services, Inc. (AES). AES was the co- author with Brauer <br />and Associates of the City's Handbook for Environmental Planning and <br />Conservation Development. They will be responsible for the natural <br />resources, ecological and stormwater management review. <br />2. URS Corp. URS is currently developing the Anoka County transportation <br />model. URS will be handling the traffic modeling for the review. <br />3. TKDA. TKDA is the city's engineering consultant and will be handling sanitary <br />sewer and water components of the study. <br />4. 106 Group. The 106 Group will be performing the Cultural Resources <br />component. <br />The AUAR process is proposed to be completed within nine months of the authorization <br />to proceed. A key element of the process is the establishment of an Advisory Panel <br />consisting of representatives from the Planning & Zoning Board, Environmental Board, <br />• EDAC, Rice Creek Watershed District, Anoka County, property owners, surrounding <br />communities, and representatives from other identified key groups and agencies. The <br />process is designed to empower and support the City Council in making informed <br />decisions at every key stage of the project. <br />• <br />The City Council authorized the study at its October 12, 2004 City Council meeting. <br />Staff is requesting 3 to 4 members of the Environmental Board to serve on the Advisory <br />Panel. The Advisory Panel will meet approximately 7 times over the next 4 months. <br />The meetings will be held at 6:30 p.m. on Thursday nights.
