• <br />Agenda Item 5B <br />Environmental Board Meeting Date: October 27, 2004 <br />Staff Originator: Marty Asleson <br />Topic: Amending Growth Management Policy <br />Background: Please refer to Attachment 1, Staff Report, Jeff Smyser, P &Z <br />Meeting of October 11, 2004; and Attachment 2, City of Lino Lakes Ordinance <br />NO. 01 -03, Ordinance Creating a Growth Management Policy. <br />Analysis: This may be the biggest incentive we have to promote the <br />conservation development of Lino Lakes. With conservation development, we <br />are able to exactly create the vision of a City with preserved open space, and <br />maintain a very low loss of unique natural resources. In fact, conservation <br />development enables us to reverse the losses that have occurred over the last <br />100 years by creating opportunities to restore eco- systems. Controlling growth <br />by trying to control house numbers will not allow us any opportunity to develop <br />the greenway system that surrounds our unique resources. Developers will <br />simply choose to develop the traditional "cookie- cutter" way and get in line for the <br />first opportunity to phase in houses. <br />At the October 13, 2004 meeting of the P &Z, the P &Z recommended approval of <br />Option 1, included in Jeff Smyser's report. <br />believe that this is a very important issue. The City of Lino Lakes Growth <br />Management Ordinance needs to be adjusted. <br />Options: <br />1. Recommend approval <br />2.
