• <br />• <br />Agenda Item 5A <br />Environmental Board Meeting Date: January 26, 2005 <br />Topic: Marshan Lakeview, James Funkhauser, 595 Marshan Lane, and <br />Preliminary Plat. <br />Background: Location map is included as Attachment 1. The proposed <br />development is just South of Lino Lakes City Hall and at the West End of <br />Marshan Lane. Sewer and water connects into this development from Marshan <br />Lane. The proposal consists of 2.79 acres of land. There is 2.27 acres of <br />upland. There is an indicated 0.5 acres of wetland. The property is zoned R -1, <br />and is guided for low- density single family. The property is in MUSA. <br />Analysis: <br />Shoreland Area <br />Attachment 8 shows the approximate Shoreland Area. The project falls in a <br />Shoreland Overlay District. Because of the proposed project's proximity to <br />Marshan Lake, excellent steps should be taken to ensure water quality integrity <br />to Marshan Lake. These steps should include a designated buffer, native <br />plantings, vegetation and soils protection measures, NPDES BMPs, Signage, <br />and an education plan for new residents. <br />Surface Water and Soils Management <br />It appears that much of the surface water from the proposed project flows to a <br />proposed pond on the South side of the proposed cul -de -sac. Silt fence is <br />indicated at the Wetland edge on the South side of the development and is <br />shown as tree - preservation fence on the rest. Storm water calculations must be <br />verified for the 2, 10, and 100 year storm event. <br />Water should be directed from all roofs and impervious areas to open space and <br />pervious areas. <br />The southern area indicated as yellow on Attachment 8 falls within the "3% slope <br />or greater" threshold within 200 feet of the lake. This means that NPDES <br />requires that this area have a minimum of 7 days that exposed soils can remain <br />unstable. This site must have temporary erosion protection or permanent cover <br />within 7 days. The NPDES lists action steps that must be taken to ensure <br />erosion control. The permit must be on site at all times. The developer should <br />indicate an area where their permit information and inspection reports are <br />available for inspection. <br />
