JAN -27 -2005 14 :45 RICE CREEK WATERSHED <br />Permit Application No. 04-157 Bruggeman Properties, LLC <br />651 -766 4196 P.05/05 <br />• Findings: 1. The proposed project entails a 21 -lot single family residential <br />development to be known as Marshan Meadows riparian to Marshan <br />Lake. <br />• <br />2. Under existing conditions, runoff from the site discharges east to <br />Marshan Lake as overland flow. The proposed stormwater <br />management plan includes one NURP pond, an infiltration basin and <br />two grassed swales. Currently, District rate control requirements are <br />not satisfied for the 2- and 100 -year events. District water quality <br />treatment and infiltration requirements are satisfied. <br />3. The submitted wetland delineation indicates a Type 1 fringe wetland <br />to Marshan Lake onsite. District staff has field verified wetland <br />boundaries. Wetland fill is proposed for riprap placement at <br />stormsewer outfall. The WCA deminimis exemption will apply if <br />the fill is less than 400 SF. <br />4. The RCWD regulatory 100 -year flood elevation for this site is 886.1 <br />( Marshan Lake, 1998 RCWD Calibration Model). No floodplain fill <br />is proposed. The proposed low floor elevations of 894.0 satisfy <br />District freeboard requirements. <br />5. An acceptable erosion control plan has been submitted, specifying <br />silt fence downstream of disturbed areas, a rock construction <br />entrance, riprap at stormsewer outfalls and pond emergency <br />overflows, revegetation specifications and an implementation <br />schedule. <br />Board Action: <br />Emmons & Olivier Resources, Inc. <br />3 1/27/05 <br />TOTAL P.05 <br />
