• <br />• <br />Approved September 22, 2004 <br />allow counties broader discretion in the use of funds to support <br />processing activities. Specifically, counties should be authorized to use <br />state processing payments for subsidies for processing of waste, <br />development of new processing activities such as organics collection and <br />processing, and debt service on processing facilities. <br />4. State Grants <br />The SWMCB supports increasing State investments in programs relating <br />to public education, reduction, reuse, recycling and processing, including <br />SCORE, LRDG and the processing credit. <br />5. Pesticide Program <br />The SWMCB supports clarification of how funds collected from pesticide <br />registration fees under MN Stat. 18B.26 and deposited in the Pesticide <br />Regulatory Account should be allocated. Fees are charged to <br />manufacturers selling pesticides in the State, and part of the <br />responsibility of the State Department of Agriculture is to develop best <br />management practices for environmentally responsible pesticide disposal. <br />Specifically, the SWMCB supports allocating a portion of funds from the <br />Pesticide Regulatory Account to reimburse costs of county- sponsored <br />collections of household pesticides. In addition, the SWMCB supports <br />clarification under Chapter 18B that the Minnesota Department of <br />Agriculture is responsible for providing comprehensive and accessible <br />disposal options to commercial generators of pesticides. <br />6. Continued Support for Sustainable Building Design <br />The SWMCB opposes the repeal of MN Stat. 16B.325, Sustainable <br />Building Guidelines. <br />
