ENVIRONMENTAL BOARD MEETING MAY 25, 2005 <br />Bor asked if Rice Lake Watershed District might be willing to consult. Asleson <br />responded that from a wetland perspective it would take expertise. <br />Mr. Husveth added that the key would be for them to receive more credit than the <br />land would cost. Asleson noted that Rice Creek Watershed District would be <br />eager to work on the project. <br />Mr. Husveth inquired who was the eligiblee. Asleson answered that the eligiblee <br />Rice Creek Watershed District. <br />Mr. Husveth indicated that the typical goal was no net loss of wetland. Some <br />LGU's might argue no new wetlands. He stated it was an exceptional area. <br />Bauman noted that when development continues, it would set up a precedent for <br />upstream users, to not degrade the restored area. Mr. Husveth agreed, and added <br />that merely placing a conservation easement on the area would not accomplish <br />that goal. <br />Kukonen inquired if there were other bullet points to add to those staff put forth. <br />The Board's recommendations were as follows. <br />• Manage wetlands as a contiguous corridor. <br />• Work with Reshanau Lake Association. <br />• Work with Rice Creek Watershed District to restore the hydrologic condition <br />of the ditch. <br />• Look at adjacent uses and trail systems supporting P.U.D. Developments. <br />• Without a conservation P.U.D. process and working with Rice Creek <br />Watershed District, it would be difficult to realize these resource management <br />goals. <br />O'Connell made a motion to pass on staffs recommendations and the above <br />stated Board recommendations as a public value statement to be passed on <br />through the process. Bauman seconded the motion. <br />O'Connell inquired about how the homeowners would be notified of the wetland. <br />Asleson responded they could be told through signage, flyers and informing the <br />public. <br />Bauman cautioned that she did not want the general public to know the specifics, <br />because it would endanger the rare plants.
