ENVIRONMENTAL BOARD MEETING JULY 27, 2005 <br />6. A. Hardwood Creek Development Site Update <br />Sue Nordstrom and Carolyn Krall, representing the developers, reviewed the process to <br />date. The AUAR would be finalized August 3, 2005. They presented to the Board the <br />various site plans and indicated that changes were regularly occurring due to feedback. <br />They had 50 different homes with 250 combinations of homes and colors. There were no <br />plans for residential above commercial, and the City had expressed interest in pedestrian <br />friendly plans. <br />Asleson asked for them to comment on the greenway. Ms. Nordstrom answered that the <br />stormwater had a Northern flow in the North, and a Southern flow in the South. In the <br />North, it was difficult to build in because of the peat soils. They used the filtration train <br />before it flowed off site, by making the stormwater flow into a greenway, and separating <br />the site uses. The main question remaining was where to connect to County Road 14, as <br />well as alternative routes and the need for utilities. Within each neighborhood, there <br />would be smaller play areas with a potential trail system connecting them. <br />Chair O'Dea inquired if the smaller green spaces would also be connected. Ms. <br />Nordstrom responded by describing the various green colors in the map of the plan. <br />Asleson indicated that they would like to see the play spaces and open spaces integrated. <br />Ms. Nordstrom answered that the demographics of the neighborhood would define the <br />kind of open spaces, whether more play area or garden -like. <br />Kukonen stated that he wanted provision for wildlife corridors as well. Ms. Nordstrom <br />stated that not all the areas would be manicured and would act as wildlife corridors. <br />Bor inquired about the actual acreage dedicated to open space. Ms. Nordstrom responded <br />that there were no firm numbers at the present time because the plan was still fluid. They <br />were aiming for the approval process in the fall. <br />Chair O'Dea stated she would like to see walkable and bikable trails connecting the parks <br />and open spaces within the site, but also with City and County parks outside the site. <br />Asleson asked them to define the ownership and management of the greenway. The <br />City's position was for a trust fund, annual fees and a homeowner's association for the <br />management of the common areas. Ms. Nordstrom responded that the high -end retailers <br />would be very concerned about the appearance of the greenway, and would probably be <br />active in the management process of it. <br />Bor inquired about the possible use of pervious parking. <br />Chair O'Dea asked them to summarize their comments about the AUAR.
