Response to Draft AUAR Comment Letters <br />As required by Minnesota Rules, the City must provide replies to comments that <br />are substantive (involving matters with major or practical importance). City staff <br />and the AUAR consultant team has completed the "Response to Comments" <br />element of the Final AUAR, which provides responses to substantive comments <br />received <br />Mitigation Plan <br />The Final AUAR document includes a Mitigation Plan. The mitigation plan takes <br />on the nature of a commitment by the City to prevent potentially significant <br />impacts from occurring from specific projects within the AUAR area. It is more <br />than just a list of ways to reduce impacts -- it includes information about how the <br />mitigation will be applied and assurance that it will. The City's final action on the <br />AUAR must specifically adopt the mitigation plan; therefore, the plan has a <br />"political" as well as a technical dimension. <br />Final AUAR Review Process <br />The Lino Lakes Environmental Board and AUAR Advisory Panel met on <br />September 22, 2005 to review and comment on the city's Response to Draft <br />AUAR Comments and the Mitigation Plan. <br />The City Council authorized distribution of the Final AUAR to persons on the <br />EQB's distribution list as well as to any persons who commented on the Draft <br />AUAR. State agencies and the Metropolitan Council have ten days from receipt <br />of the document to file an objection to the Final AUAR. If no objections are filed, <br />then the City Council is required to adopt the Final AUAR. The objection period <br />ends on October 14, 2005. The City Council will be considering the adoption of <br />the Final AUAR on October 24, 2005. <br />Recommendation: <br />Staff is recommending adoption of the Final AUAR. <br />Attachments: <br />1.
